1. National Urban Conclave 2026 Ends with Seven Reform Tracks; NITI Aayog Pushes Empowered City Governments
Background
- The Conclave, organised by the Ministry of Housing and Urban Affairs, brought together Union and State governments, urban local bodies (ULBs), industry and academia to plan for Viksit Bharat 2047.
- Mr Gauba noted that India’s urban population is projected to rise from about 50 crore to 85 crore by 2050, so housing, water and services must be planned and financed differently.
- He said the urban budget outlay has grown ten-fold since 2014, yet municipal revenues remain low and devolution from states to cities is weak.
What was recommended
- The Model Municipal Law session suggested mayors with five-year tenures and defined executive powers, fuller devolution of functions and empowered Ward and Zonal Committees, and a revision of the Model Municipal Law, 2003.
- The Model Building Bye-Laws session called for risk-based scrutiny and self-certification, so approvals move faster and ease of doing business improves.
- The ‘Right to Walk’ session wanted pedestrian right-of-way written into statutory plans, because fragmented responsibility is what leaves footpaths unbuilt and unmaintained.
- Service-delivery sessions argued for outcome-based contracts and specialised municipal cadres instead of counting assets created.
Funding and launches
- The 2025-26 Budget announced a ₹1 lakh crore Urban Challenge Fund, and this year’s allocation is ₹5,000 crore each, over five years, for seven City Economic Regions.
- A UCF Portal for project submission and tracking, a Municipal Finance Data Hub and a Used Water Marketplace under AMRUT 2.0 were launched.
- First-tranche funds were released for 18 Street Food Hubs under PM SVANidhi, and JICA signed an MoU with CPHEEO on reuse of treated water.
Concerns and way forward
- Central Finance Commission grants to ULBs have risen from a 36% to 45% share, but state transfers stay low, so State Finance Commissions need to be constituted regularly.
- Mr Gauba wants MoHUA to link support under national urban missions to States passing new Municipal Acts, which turns reform from advice into a funding condition.
Exam Connect
Syllabus: GS Paper 2: local governance, federal structure; GS Paper 3: urbanisation, infrastructure.
Key facts
| Event | National Urban Conclave 2026, Bhubaneswar (2nd edition) |
|---|---|
| Fund | Urban Challenge Fund: ₹1 lakh crore |
| Urban population | About 50 crore now; 85 crore by 2050 (NITI Aayog) |
Static Connect
- 74th Constitutional Amendment Act: added Part IXA (Articles 243P–243ZG) on municipalities and the Twelfth Schedule listing 18 functions.
- Article 243Y: requires State Finance Commissions to review municipal finances; Article 243W gives ULBs powers and responsibilities.
Prelims pointers
- Twelfth Schedule has 18 functions for municipalities; the 74th Amendment leaves the mode of electing mayors to the States.
- Urban Challenge Fund is ₹1 lakh crore; seven City Economic Regions get ₹5,000 crore each.
Mains takeaway: Urban reform now depends less on new central schemes than on States giving ULBs money, functions and elected leadership as the 74th Amendment intended.

2. India’s Ramsar Network Reaches 103 Sites: Sukhna Wetland and Sauj Jheel Added
About the network
- The 103 sites cover over 13.87 lakh hectares across 28 States and UTs, giving India the largest network in Asia and the third largest in the world.
- Tamil Nadu has the most sites (20) and Uttar Pradesh follows with 14, which makes the state a frequent source of UPPSC questions.
- The pace is recent: 11 wetlands were added in 2025, Surha Tal (UP) became the 100th site in June 2026 and Glaw Lake (Arunachal Pradesh) the 101st in August.
The new additions
- Sukhna Wetland is a human-made reservoir created in 1958 below the Shivaliks, home to Pallas’s fish eagle, common pochard and black pond turtle.
- Sauj Jheel in Mainpuri district is a shallow floodplain lake that regularly hosts over 30,000 waterbirds, which satisfies the 20,000-waterbird criterion.
How designation works
- A State or UT identifies the wetland, MoEFCC coordinates approval and sends the proposal to the Ramsar Secretariat; a site must meet at least one of nine criteria.
- Designation commits the State to wise use; the Ramsar Information Sheet must be updated every six years and ecological character monitored.
- Sites facing ecological change can be placed on the Montreux Record; Chilika was removed from it in 2002 after restoration.
Concerns
- Designation is international recognition, not a legal shield; protection rests on the Wetlands (Conservation and Management) Rules, 2017, so notified sites with integrated management plans matter most.
Exam Connect
Syllabus: GS Paper 3: conservation, environmental protection; international conventions.
Key facts
| Total sites | 103 (26 in 2014) |
|---|---|
| Area | 13.87 lakh hectares, 28 States/UTs |
| Latest additions | Sukhna Wetland (Chandigarh), Sauj Jheel (UP), 15 Oct 2026 |
Static Connect
- Ramsar Convention: adopted at Ramsar, Iran on 2 February 1971 and in force from 1975; India joined on 1 February 1982.
- First Indian sites: Chilika Lake (Odisha) and Keoladeo National Park (Rajasthan), designated on 1 October 1981.
- Schemes: National Plan for Conservation of Aquatic Ecosystems, Amrit Dharohar, MISHTI and Mission Sahbhagita.
Prelims pointers
- Criterion 5 is 20,000 or more waterbirds; Criterion 6 is 1% of a waterbird population.
- Montreux Record lists sites with adverse ecological change.
Mains takeaway: A larger Ramsar list helps only if each site gets a notified management plan and monitoring, since the 2017 Rules and not the Convention give the legal protection.

3. NCB’s Operation Trident: 38 Simultaneous Raids Target Myanmar-Linked Narco-Financing Network
What happened
- The NCB worked with Mizoram Police and the Enforcement Directorate, using 38 composite teams at once so suspects could not move cash or hide assets.
- The strikes covered Aizawl, Champhai, Zokhawthar, Churachandpur and the Cachar corridor, the routes used to move methamphetamine and heroin from Myanmar.
- The Home Minister reported 18 arrests, ₹17.82 crore of attached property, 1,424 frozen accounts, 500 detonators and ₹12 lakh in cash.
Why it matters
- The target was the money trail: about ₹100 crore in hawala transactions was linked to the network, so the action follows finance and not only consignments.
- It is framed under the Vision Document on Narcotics Control (2026-2029), which shifts from seizure-centric to network-centric enforcement, with a goal of eradicating drug networks by 31 December 2029.
- The network allegedly ran narcotics across India, Myanmar and Bangladesh through the so-called Death Triangle Corridor, linking drug policy to border management.
Concerns and way forward
- Allegations are those of the agencies and arrests are only the start; conviction rates under the NDPS Act depend on evidence from financial tracing, which is slow across States.
- Cross-border supply from Myanmar needs border-town livelihood support and Myanmar-side cooperation, otherwise arrested kingpins are quickly replaced.
Exam Connect
Syllabus: GS Paper 3: internal security, organised crime, border areas; money laundering.
Key facts
| Date of operation | 23 October 2026 |
|---|---|
| Teams / locations | 38 / 38 in Assam, Mizoram, Manipur |
| Money trail | ₹100 crore hawala; 1,424 accounts frozen |
Static Connect
- NDPS Act, 1985: the main law on narcotic drugs; the NCB is the national nodal agency under it.
- PIT-NDPS Act, 1988: allows preventive detention of habitual traffickers; one facilitator in this network was detained under it.
- PMLA, 2002: the law under which the ED traces and attaches proceeds of crime.
Prelims pointers
- NCB works under the Ministry of Home Affairs.
- Operation Trident covered Assam, Mizoram and Manipur.
Mains takeaway: Tackling narcotics now means attacking finance and cross-border logistics together, which needs central-state-agency coordination more than larger seizures.

4. PM Inaugurates RBI Data Centre and Cybersecurity Training Institute in Bhubaneswar
Key points
- The PM said the next decade must make banking more efficient and reliable, with the Odisha facility adding computing capacity and the institute training staff against cyber threats.
- He warned that economies can be attacked by cyber means, so a growing economic power must protect its banking system from cyber criminals.
- He cited nearly 60 crore Jan Dhan accounts, 13 crore first-time Mudra entrepreneurs and 9 crore Atal Pension Yojana subscribers as the base of financial inclusion.
- He said over ₹25,000 crore in claims have been paid under PM Suraksha Bima Yojana (₹20 premium for ₹2 lakh cover) and PM Jeevan Jyoti Yojana (under ₹450 a year).
Significance
- Putting RBI infrastructure in Odisha spreads critical financial institutions beyond Mumbai and supports the PM’s ‘mines to microchips’ pitch for the state.
- Wider digital banking raises the stakes of cyber incidents, so a training institute addresses the shortage of skilled staff rather than only hardware.
Exam Connect
Syllabus: GS Paper 3: banking, cyber security; GS Paper 2: welfare schemes.
Static Connect
- RBI: set up in 1935 under the RBI Act, 1934; it regulates banks and payment systems.
- PM MUDRA Yojana: collateral-free loans in Shishu, Kishor and Tarun categories.
Prelims pointers
- Jan Dhan accounts are nearly 60 crore as per the PM.
- PMSBY premium is ₹20 for ₹2 lakh accident cover.
Mains takeaway: Financial inclusion without cyber resilience is incomplete, so capacity building in regulators and banks is part of inclusion policy.
