1. Cabinet Continues NSAP Till 2030-31, Renames It Pradhan Mantri Samajik Sahayata Yojana
About NSAP
- The Centre’s cash-support scheme for poor elderly persons, widows, persons with disabilities and families that lose their main earner; launched on 15 August 1995 and run by the Ministry of Rural Development.
- The Centre pays its share in full, so a minimum pension exists in every State; most States add a top-up, which is why actual pensions differ widely across States.
- It gives effect to Article 41 (DPSP), which is a goal “within the limits of economic capacity”, not an enforceable right, so coverage and amounts are policy choices.
What has changed
- Disability threshold cut from 80% to 40%, matching ‘benchmark disability’ under the RPwD Act, 2016, so people with moderate disabilities are no longer left out.
- Minimum age removed: children can now be covered from birth, recognising the costs families carry long before adulthood.
- Central assistance for disability: ₹375 a month up to age 79 and ₹625 from 80; old-age, widow and family-benefit components continue unchanged.
- About 3.20 crore beneficiaries in 36 States/UTs; revised guidelines are due within three months, so the change is approved but not yet in force.
| Old name | New name |
|---|---|
| NSAP | Pradhan Mantri Samajik Sahayata Yojana |
| IGNOAPS | PM Vridhavastha Pension Yojana |
| IGNWPS | PM Vidhawa Pension Yojana |
| IGNDPS | PM Divyangjan Pension Yojana |
| NFBS | PM Parivar Labh Yojana |
Concerns and way forward
- Wider eligibility helps only if people can get a disability certificate and enrol; where certification camps are rare, coverage may not rise much.
- Amounts are small: the central old-age share (₹200, or ₹500 above 80) has not changed in over a decade, and renaming adds no money.
- Use the UDID (Unique Disability ID) database to find newly eligible people, review amounts against inflation, and publish State-wise enrolment and payment-delay data.
Exam Connect
Syllabus: GS Paper 2: welfare schemes for vulnerable sections; protection of persons with disabilities.
Key facts
| Launched | 15 August 1995 |
|---|---|
| Ministry | Rural Development |
| Outlay | ₹53,428 crore (2026-27 to 2030-31) |
Static Connect
- Article 41: public assistance in unemployment, old age, sickness and disablement.
- RPwD Act, 2016: 21 disabilities; benchmark disability = at least 40%.
- Seventh Schedule: relief of the disabled is State List Entry 9; social security is Concurrent List Entry 23.
Prelims pointers
- NSAP → Pradhan Mantri Samajik Sahayata Yojana; launched 1995.
- Disability pension threshold 80% → 40%; from birth.
Mains takeaway: Judge a social pension by adequacy, access and reliable payment, not by how many people are declared eligible.

2. IDBI Bank Strategic Sale: Fairfax to Buy 60.72% for ₹52,878 Crore
Background
- IDBI began in 1964 as a development finance institution to fund industry and became a commercial bank in 2004.
- Heavy bad loans put it under the RBI’s Prompt Corrective Action framework from May 2017 to March 2021, which restricts lending when capital or asset quality falls below set limits.
- LIC took majority control in 2019, after which the RBI classified IDBI as a private sector bank even though public owners held most shares.
The deal
- 60.72% is being sold (Government 30.48%, LIC 30.24%) for about ₹52,878 crore; afterwards the Government keeps 15% and LIC 19%, and both leave the board.
- The thinly traded share swung between ₹61 and ₹118, so the market price was set aside; two valuers’ average of ₹75.99 became the benchmark, and the ₹81 bid cleared it.
- The sale is approved, not complete: the buyer must still meet the RBI’s ‘fit and proper’ conditions.
Significance and concerns
- It is a strategic disinvestment: management control passes to the buyer, who is expected to bring capital so the bank no longer needs public money.
- Roughly half the proceeds go to the Government, and a large foreign purchase signals that bank privatisation can actually be completed.
- The RBI’s conditions will need to address foreign control, ownership concentration, the 74% FDI cap in private banks and depositor safety.
Exam Connect
Syllabus: GS Paper 3: banking reforms, disinvestment and resource mobilisation.
Key facts
| Stake sold | 60.72% at ₹81/share |
|---|---|
| After sale | Government 15%, LIC 19% |
| Pending | RBI fit-and-proper check |
Static Connect
- Strategic disinvestment: transfer of management control; handled by DIPAM, Ministry of Finance.
- Prompt Corrective Action: RBI framework for weak capital, high NPAs or low profitability.
- FDI in private banks: capped at 74%.
Prelims pointers
- IDBI: DFI 1964 → bank 2004; LIC control 2019.
- Buyer: Fairfax Financial Holdings via a Canadian subsidiary.
Mains takeaway: Bank privatisation needs strong regulatory safeguards for depositors and lending priorities once control changes hands.

3. WPI Inflation Rises to 11.39% in September 2026; Fuel and Power at 25.85%
About WPI
- WPI tracks prices of goods at the first point of bulk sale (farm produce, fuel, factory goods) and does not cover services.
- It is compiled by the Office of the Economic Adviser, DPIIT, with base year 2022-23; retail inflation (CPI) is compiled separately by NSO.
- The RBI targets CPI, not WPI, but WPI is watched as an early signal because wholesale prices are input costs for businesses.
What the data show
- Energy leads the rise: fuel and power inflation was 25.85% (August 22.93%), driven by mineral oils, crude petroleum, natural gas and coal.
- Primary articles rose 8.67% and manufactured products 9.76%; the WPI food index (weight 24.99%) rose 8.66%.
- Much of the pressure comes from imported energy, which domestic policy can influence only partly.
- The September figure is provisional (83.4% response rate) and may be revised; October data are due on 16 November 2026.
Why it matters
- High input costs squeeze producers’ margins, and most firms pass them on over time, so a high WPI usually shows up in retail prices a few months later.
- A Producer Price Index measures prices producers receive, without taxes and margins, and avoids WPI’s double counting; publishing it moves India towards the international standard.
Exam Connect
Syllabus: GS Paper 3: inflation, its measurement and monetary policy.
Key facts
| Compiled by | OEA, DPIIT |
|---|---|
| Base year | 2022-23 |
| September 2026 | 11.39% (fuel and power 25.85%) |
Static Connect
- WPI vs CPI: WPI = goods at wholesale, no services; CPI = retail goods and services (NSO).
- Inflation target: CPI (Combined) 4% ± 2% under Section 45ZA, RBI Act, 1934.
- PPI: producers’ prices without taxes and trade margins.
Prelims pointers
- WPI base 2022-23; OEA, DPIIT.
- RBI targets CPI, not WPI.
Mains takeaway: A wide WPI–CPI gap signals margin pressure on producers and higher retail inflation ahead.

4. India to Join the Southern Indian Ocean Fisheries Agreement (SIOFA) as a Full Party
About SIOFA
- A regional treaty (signed in Rome 2006, in force 2012, secretariat in La Réunion) that manages non-tuna stocks such as squid, toothfish and alfonsino in the southern Indian Ocean’s high seas.
- Tuna and other highly migratory species are excluded; they fall under the Indian Ocean Tuna Commission, which India joined in 1996.
What India gains
- A vote in SIOFA’s Scientific and Compliance Committees and access to stock assessments, which it lacked as a non-member.
- A role in the High Seas Boarding and Inspection scheme against illegal, unreported and unregulated fishing, plus legal backing for the December 2025 high-seas fishing guidelines.
- Indian boats mostly fish within 60–80 nautical miles of the coast, while China, Taiwan, Japan, South Korea and Spain dominate the high seas; rights help only if India builds a deep-sea fleet.
Exam Connect
Syllabus: GS Paper 2: international agreements; GS Paper 3: blue economy.
Static Connect
- UNCLOS: territorial sea 12 nm, EEZ 200 nm, high seas beyond.
- RFMOs manage high-seas fishing; in the Indian Ocean: IOTC (tuna) and SIOFA (other stocks).
Prelims pointers
- SIOFA = non-tuna stocks; IOTC = tuna.
- Sedentary species under coastal-state jurisdiction (UNCLOS Art. 77(4)) are excluded.
Mains takeaway: High-seas rights add to food security only with fleet capacity and compliance with conservation rules.

5. BHAVYA: 100 Plug-and-Play Industrial Parks Under a ₹33,660 Crore Scheme
Key features
- Approved in March 2026 with ₹33,660 crore for FY 2026-27 to 2031-32; up to ₹1 crore per acre for roads, utilities, effluent plants, sheds, labs and worker housing.
- Up to 25% of funds can go to external links such as roads and rail; parks of 25–1,000 acres are chosen by challenge, up to 50 in the first phase.
- It builds on earlier models: SEZs, the National Industrial Corridor cities (for example Greater Noida in UP) and 260 existing plug-and-play parks.
Significance and concerns
- Land and approvals delay new factories by months, so ready parks are one of the quickest levers for raising manufacturing from about 16–17% of GDP towards the 25% target by 2035.
- Older estates and SEZs often had empty plots, so success should be measured by units in production, not acres developed.
Exam Connect
Syllabus: GS Paper 3: industrial policy and infrastructure.
Static Connect
- SEZ Act, 2005: SEZs treated as outside customs territory for duties.
- NICDP: run through the National Industrial Corridor Development Corporation.
Prelims pointers
- BHAVYA: ₹33,660 crore, 100 parks, ₹1 crore/acre.
- Selection by challenge mode.
Mains takeaway: Ready land speeds up manufacturing, but only occupied, producing plots show success.

6. New Audit Reporting Order for Multi-State Cooperative Societies (MSCARO, 2026)
Key features
- Issued under Section 73(6) of the MSCS Act, 2002 (added in 2023) and modelled on the Companies (Auditor’s Report) Order for companies.
- Auditors answer fixed yes/no questions on bad loans, liquidity, borrowings, board composition, related-party deals and PMLA compliance.
- Reports feed into the Central Registrar’s portal for risk scoring, so inspections target the weakest societies; large societies above ₹1,000 crore come first.
Why it matters
- Past failures of large multi-State credit societies hurt depositors partly because audits were inconsistent; a common format makes problems harder to hide.
- Too heavy a compliance load could burden small societies, which is why the order is being phased by size.
Exam Connect
Syllabus: GS Paper 2: cooperatives and governance.
Static Connect
- 97th Amendment, 2011: Art. 19(1)(c), Art. 43B and Part IXB on cooperatives.
- Rajendra N. Shah case (2021): Part IXB struck down for State cooperatives, upheld for multi-State societies.
Prelims pointers
- MSCARO modelled on CARO.
- Regulator: Central Registrar of Cooperative Societies.
Mains takeaway: Standard audits protect members’ money but must not erode cooperative autonomy.

7. Ramesh Chand Committee on Sugarcane Farmers’ Issues and the Sugar Sector
What it will examine
- Whether returns to cane farmers cover rising cultivation costs, and whether the ex-mill minimum selling price of sugar should rise so mills can pay more.
- How sugar recovery is tested and reported, since the recovery rate directly decides the price a farmer is paid.
- Calibration of mill weighbridges and the weight mills deduct from mechanically harvested cane, both of which can quietly cut farmers’ income.
Why it matters
- The final pay-out depends on weighment and recovery as much as on the announced price, which is why the Legal Metrology joint secretary is a member.
- Uttar Pradesh is India’s largest cane producer, so any change to pricing rules directly affects its farmers and mills.
Exam Connect
Syllabus: GS Paper 3: agricultural pricing; UPPSC: UP’s sugar economy.
Static Connect
- FRP: fixed by the Centre under the Sugarcane (Control) Order, 1966, on CACP advice.
- SAP: higher price announced by some States, including UP; minimum selling price of sugar since 2018.
Prelims pointers
- FRP = Centre; SAP = States.
- Committee chair: Ramesh Chand.
Mains takeaway: Cane farmers’ income depends on honest weighment and recovery testing as much as on the announced price.
