Here’s today’s six-item digest, picked for what’s actually testable rather than what’s trending — a tiger back in a forest it had vanished from, an electoral roll deadline that keeps shifting, and a trade line from Milwaukee that’s pure GS-II/III fodder.
Tigress T138 Reintroduced in Buxa Tiger Reserve
West Bengal launched its first tiger reintroduction programme by releasing a three-year-old tigress, T138, fitted with a satellite collar, into the core area of Buxa Tiger Reserve. T138 was brought in from Valmiki Tiger Reserve in Bihar, and two more tigers are planned to follow within the next couple of months under the Tiger Augmentation and Recovery Project, which has been running since 2018 with support from the National Tiger Conservation Authority (NTCA) and the Wildlife Institute of India (WII).

Prelims angle: Remember Buxa Tiger Reserve’s location (Jalpaiguri district, West Bengal, part of the Eastern Himalayan foothills bordering Bhutan) and the role of NTCA — a statutory body under the Wildlife (Protection) Act, 1972 — in tiger relocation and reintroduction decisions across India’s tiger reserves.
5th Kautilya Economic Conclave Inaugurated in Delhi
Vice-President C. P. Radhakrishnan delivered the inaugural address at the 5th Kautilya Economic Conclave (KEC 2026) in New Delhi, a three-day event (October 3-5) themed “Resilience in an Age of Flux” and bringing together policymakers, economists, and over 80 international participants from around 30 countries. He highlighted that 590 million Jan Dhan accounts and 16 million GST taxpayers now form the base of India’s financial inclusion and tax-formalisation drive.

Prelims angle: Note the figures — Jan Dhan accounts and GST taxpayer count are recurring static-plus-current facts examiners like to pair; also recall that the Kautilya Economic Conclave is organised by the Institute of Economic Growth with the Ministry of External Affairs.
UPSC Marks 100 Years, PM Calls for “Time Certainty” in Exams
The Union Public Service Commission completed 100 years of existence on October 1, 2026. At the centenary celebrations at Bharat Mandapam, the Prime Minister urged UPSC and all selection commissions to shorten examination cycles without lowering standards, framing the idea of “Time Certainty” as an equity reform that would ease the financial burden — coaching, accommodation, repeated attempts — on aspirants and their families. UPSC also announced plans to set up a Centre of Excellence to document a century of best practices.

Prelims angle: UPSC is a constitutional body under Articles 315-323 of the Constitution; keep its establishment year (1926, as the Public Service Commission, renamed UPSC in 1950) and its advisory/recruitment functions distinct from statutory bodies like the NTCA or ECI.
India Rejects “Structural Excess Capacity” Charge at G20 Trade Meet
At the concluding day of the G20 Trade Ministers’ Meeting in Milwaukee, Commerce and Industry Minister Piyush Goyal said India’s manufacturing sector serves both domestic and global demand and does not have “structural excess capacity” in the sectors flagged by the G20 presidency. On forced labour, he pointed to Article 23 of the Constitution and India’s ratification of ILO Conventions 29 and 105, noting India amended its Foreign Trade Policy in July 2026 to bar imports made using forced labour, while insisting any border action must rest on verifiable evidence, not presumption.

Prelims angle: Article 23 (prohibition of traffic in human beings and forced labour) is a Fundamental Right enforceable against the State and private individuals both — a frequently tested distinction from Directive Principles.
SIR Schedule Revised Again for Delhi and Maharashtra
The Election Commission of India revised the Special Intensive Revision (SIR) schedule for Delhi and Maharashtra, fixing October 1, 2026 as the qualifying date for both. The enumeration window, which began August 31, 2026, now runs till October 30, 2026, with claims and objections to be disposed of by November 30, 2026. The change followed formal requests from the Chief Electoral Officers of both states.

Prelims angle: SIR is conducted under the Registration of Electoral Rules, 1960 and Representation of the People Act, 1950 framework; I’ve traced the earlier rounds and the controversy around shrinking voter rolls in more depth in this piece on SIR and shrinking voter rolls if you want the fuller picture.
