1. India Sets Out Its Priorities for COP31 in Antalya
India’s negotiating positions
- India will seek a COP31 decision to begin a Climate Finance Work Programme, treating finance as an obligation of developed countries under Article 9.1 of the Paris Agreement.
- Finance should be predictable, largely public and concessional, because loan-heavy support would add to the debt burden of developing countries.
- Mitigation and the Global Stocktake should stay Party-driven and non-punitive, with no new top-down targets, since NDCs are nationally determined.
- Global Goal on Adaptation indicators should remain voluntary and must not become a condition for receiving finance.
- India backs continuing the Just Transition Work Programme and wants barriers of cost, IPR and trade removed from technology transfer.
Biodiversity and land
- At CBD COP17 in Yerevan, India pressed developed countries on Article 20(2) finance and backed benefit-sharing from Digital Sequence Information through the Cali Fund.
- At UNCCD COP17 in Ulaanbaatar, India was elected Chair of the Asia-Pacific Regional Group and repeated its aim of restoring over 26 million hectares by 2030.
Why it matters
- Developing countries need money and technology to cut emissions and adapt, so finance has become the main dividing line at climate talks.
- Critics say a defensive stance can look like blocking ambition, as India is now the third-largest emitter even though its per capita emissions stay low.
Exam Connect
Syllabus: GS Paper 3: Conservation, climate change; GS Paper 2: Important international institutions and agreements.
Key facts
| COP31 venue | Antalya, Türkiye |
|---|---|

2. Navy and IAF Free Hijacked Vessel Azini off Somalia
What happened
- The vessel was hijacked last month, and the Navy feared pirates would use it as a mother ship to attack merchant ships far from the coast.
- A warship and a maritime reconnaissance aircraft found and tracked the vessel, then used non-kinetic measures to stop it from escaping.
- An IAF C-17 airdropped MARCOS commandos and equipment more than 3,000 km from Mumbai on the night of 1-2 November.
- The airdrop mission covered over 6,000 km and took more than eight hours of flying, which shows the reach of joint Navy and Air Force operations.
Why it matters
- Most of India’s trade by volume moves by sea, so attacks near the Gulf of Aden raise freight and insurance costs and put seafarers at risk.
- Mother ships extend the range of pirate skiffs, which makes early action against a hijacked vessel more valuable than chasing later attacks.
- The operation supports India’s claim to be a First Responder and Preferred Security Partner in the Indian Ocean Region.
- It also shows jointness in practice, as the two services planned and carried out a long-range mission at short notice.
Exam Connect
Syllabus: GS Paper 3: Security challenges and their management; various security forces; GS Paper 2: Indian Ocean region.
Key facts
| Crew rescued | 20, no casualties |
|---|---|
| Airdrop aircraft | IAF C-17 Globemaster III |
| Distance | 3,000+ km from Mumbai |
Static Connect
- UNCLOS Article 101 defines piracy as illegal acts on the high seas for private ends.
- India’s Maritime Anti-Piracy Act, 2022 allows Indian authorities to act against piracy on the high seas.
- The Navy has run anti-piracy patrols in the Gulf of Aden since 2008.
Prelims pointers
- MARCOS is the Indian Navy’s marine commando force.
- IFC-IOR, the Navy’s maritime information centre, is at Gurugram.
Mains takeaway: Long-range joint operations help India protect sea lanes and build credibility as a security provider in the Indian Ocean.

3. IndiaAI Mission Releases Indigenous Foundation Models EKA-1 and Dhīr
Key points
- EKA-1 has 26.3 billion parameters and was trained on about 7.5 trillion tokens across all 22 Scheduled languages and English.
- Dhīr 2B and Dhīr 5B are open-source assistants in English and 10 Indian languages, built for secure on-premise and offline use.
- Both teams used subsidised national AI compute under the Mission, and the models can be shared through the AIKosh platform.
Why it matters
- Models trained on Indian languages can serve citizens who are poorly served by systems built mainly around English.
- Offline models suit sensitive sectors such as government and defence, where data should not leave the premises.
- Domestic models reduce dependence on foreign AI providers, although India still relies on imported advanced chips.
Exam Connect
Syllabus: GS Paper 3: Awareness in the fields of IT, computers and robotics; indigenisation of technology.
Static Connect
- The IndiaAI Mission was approved in March 2024 with an outlay of about ₹10,372 crore.

4. SUVIKALP: A Tool to Plan New Uses for Closed Mines
Key points
- It compares geo-mining, environmental, infrastructure, financial and socio-economic factors for each site on a single platform.
- Options are ranked by a multi-criteria method called TOPSIS, which reduces reliance on subjective assessment.
- RECLAIM, a community engagement framework, brings local priorities into the ranking of options.
- PRISM, a strategic model, then helps with implementation, including investment and monitoring, with case studies and sample tender documents.
- The next phase aims to turn recommendations into feasibility studies and detailed project reports.
Why it matters
- Abandoned mines cause safety and pollution risks, while repurposing can bring jobs back to coal regions as the energy mix changes.
- A standard method also replaces scattered assessments, so mine owners and agencies can compare sites on the same basis.
Exam Connect
Syllabus: GS Paper 3: Infrastructure (energy); conservation, environmental degradation.
Static Connect
- Just transition means protecting workers and communities as economies move away from fossil fuels.
- District Mineral Foundations were created by the 2015 amendment to the MMDR Act, 1957.
Prelims pointers
- SUVIKALP is aligned with the Mining Plan Guidelines for Coal and Lignite Mines, 2025.
- TOPSIS ranks options by closeness to an ideal solution.
Mains takeaway: Mine closure planned with communities can turn a liability into an asset and support a just transition in coal regions.

5. Aditya-L1 Shows That a Solar Eruption Expanded Unevenly
Key points
- A CME is a large eruption of plasma and magnetic field from the Sun’s corona into space.
- VELC studies young CMEs using the 530.3 nm green emission line of highly ionised iron, from plasma at about 1.8 million Kelvin.
- Doppler shifts in that line reveal whether plasma is moving towards or away from the observer, which helped reconstruct the eruption in three dimensions.
- The study was published in Astrophysical Journal Letters, and it showed non-uniform expansion and an asymmetric shape.
Why it matters
- A CME’s shape affects its speed towards Earth, so better models can improve warnings for satellites and communication networks.
- VELC was designed and built by IIA with ISRO’s support, which shows growing Indian capacity in space instruments.
Exam Connect
Syllabus: GS Paper 3: Awareness in the field of space.
Static Connect
- Aditya-L1 was launched in September 2023 and operates at the Sun-Earth L1 point, about 1.5 million km from Earth.

7. NHRC Takes Suo Motu Cognizance of Reported Sale and Trafficking of Girls
Key points
- The report said parents, citing poverty, sell daughters for ₹3 lakh to ₹5 lakh, and that middlemen show the girls as adopted using false documents.
- As adults, the girls are allegedly sold for ₹35 lakh to ₹40 lakh into the sex trade in cities in Maharashtra.
- The Commission issued notices to the Chief Secretaries and DGPs of Madhya Pradesh, Rajasthan and Maharashtra, seeking reports within two weeks.
Why it matters
- Trafficking across State borders needs coordination between police forces, which is why the notices went to all three States.
- False adoption papers point to a gap in document checks, and poverty remains the root cause that enforcement alone cannot fix.
Exam Connect
Syllabus: GS Paper 2: Mechanisms for protection of vulnerable sections; statutory bodies.
Static Connect
- Article 23 prohibits traffic in human beings and forced labour.
- The NHRC is a statutory body under the Protection of Human Rights Act, 1993, not a constitutional one.
- Related laws include the POCSO Act, 2012 and the Immoral Traffic (Prevention) Act, 1956.
Prelims pointers
- The NHRC can act suo motu, on its own initiative, without a complaint.
- Its Chairperson is a former Chief Justice of India or Supreme Court judge.
